When selling a property a Gas Certificate of Compliance will be required for transfer purposes (COC) for properties that house gas. The gas installation of a property is to be inspected and tested by a Qualified Gas Inspector to determine whether it is safe and complies with the current regulations. All QC Inspectors are registered with the LP Gas Safety Associate of Southern Africa ensuring that our inspection adheres stricty to the code of practise.
What is Inspected:
The location of gas cylinders, manifolds, regulators, safety shut-off valves, pipes, tubes and hoses, position of appliances in relation to electrical equipment, sources of ignition, illegal installations, additions to the existing installation and any possible gas leaks.
To be noted:
All fixed appliances e.g. ovens, stoves, instant water heaters, fireplaces, space heaters etc will be inspected for the purpose of issuing a certificate of conformity, but are excluded from the scope of remedial work required.

Fault reporting:
Should any compliancy faults be noted, a full report/quotation will be forwarded to the Seller for his/her approval. The Seller will be required to accept this quotation in writing.
Issuing of Certificates of Compliance (COC):
On completion of our inspection, where no faults have been recorded, our COC will be issued immediately upon receipt of payment. Alternatively, once all faults have been attended to, and the property deemed compliant, our COC will be issued once payment has been settled in full.
Payment:
Payment may be settled in cash or via electronic funds transfer (EFT) on the day of service, this entitles the Seller to our cash discounted fee, as indicated above. Alternatively, payment may be settled on transfer of the property, a written instruction will be requested from your Transferring Attorney in respect of the amount/s due, once in hand, the COC will be issued immediately.

Circuit Breakers; Distribution and Sub Boards; Earth Leakage; Earth Continuity; Illegal Installations / Additions; Insulation; Lights; Loop Impedance; Plugs; Polarities; Resistance; Voltage and Wiring Circuits.
What is Excluded:
All appliances e.g. ovens, stoves, hot water cylinders and their heating components, pools, air conditioners, fans, gate motors, jacuzzis etc are excluded from the scope of work required for the purpose of issuing a compliance certificate.

BEETLE CERTIFICATE OF COMPLIANCE

The parties agree that prior to registration of transfer, that all visible and accessible timbers/joinery of the property be inspected by a SAPCA registered Inspector for the infestation of Wood-destroying beetles, termites and fungi in accordance with the current regulations. All QC Inspectors are registered with the South African Pest Control Associtation ensuring that our inspection adheres stricty to the code of practise.
What is inspected:
White ants (subterranean termites); Wood borer (dry-wood termites); and Wood Rot of which is commented on if significant.

PLUMBING CERIFICATE OF COMPLIANCE

When selling a property within the Cape metro a Plumbing Certificate of Compliance will be required for transfer purposes (COC). The water installation of a property is required to be inspected and tested by a Qualified Plumber to determine whether it conforms to the national Building Regulations and the current water-by-laws. All QC Inspectors are registered with the City of Cape Town Water Dept. ensuring that our inspection adheres stricty to the code of practise.
What is Inspected:
The hot water cylinder installation is in accordance with SANS 10252 and 10254, the water meter, terminal water fittings, stormwater discharging into the sewerage system, no cross connection between potable supply and any grey /groundwater system, visible water pipes are saddled correctly and no fresh water is running to waste.
What is Excluded:
Water pressure, blocked drains, all waterproofing, heating element and thermostat to hot water cylinders, leaking of grey water i.e. basin or bath traps, toilet outlet connectors are all excluded from the scope of work required for the purpose of issuing a compliance certificate.

ELECTRIC FENCING CERTIFICATE OF COMPLIANCE

A compliance certificate is now required where there is a change of ownership of immovable property relating to electrical fence systems which are defined in the regulations as “an electrified barrier consisting of one or more bare conductors erected again the trespass of persons or animals, coupled with electrical machinery arranged so as to deliver a periodic non lethal amount of electrical energy to an electric fence connected to it.
What is required:
Every user or Lessor of an electric fence system, where a property is transferred after 1 October 2012, will be required to have an electric fence system certificate, which is issued by a registered Electric Fence Installer. For fences installed prior to that date, but where additions or alterations to the existing system have been effected, a new certificate will need to be issued. The regulations do permit transference of a certificate and the seller will be responsible to obtain it and transfer it to the buyer. There is no expiry on the validity of the certificate and a new certificate is therefore not required for each subsequent transfer of the immovable property, unless an addition or alteration has been made since the issue of the previous certificate.
